This Tutorial is perfect for individuals or companies looking to hire someone to develop a website. You'll be better educated when deciding the right person to do the right job.

The best way to describe the differences between "Developers" and "Designers" is to relate the jobs of the people it takes to build a house. If you're somewhat familar with the contruction business than this will make perfect sense, otherwise skip the rest of this paragraph. Web Developers are much like the Architects and the Engineers (more technical & theoretical stuff), while Web Designers are much more like the Framers, Plumbers, and Electricians (they do much more tangable work). As a side note the term "Web Master" could be compared to someone with the title General Contrator (someone who can do it all, not tied to a specific area).
The first question I will answer: What is the difference between someone who is considered a "Web Master" and somone who is a "Web Developer?"

In summary, "Web Developers" are more technically oriented while "Web Masters" are more graphically and visual design  oriented. Often differences between a "web master" and "web developer" can get blurred because the skill sets might overlap. 

The second part to more fully understand the relation of developers is to understand the heirarchy of web developement skills. One way to understand the heirarchy, is the higher someone is (i.e. Graphic Designer) the more certain they will understand the skills undernieth them (i.e. Web Designer, Web Master), but more likely they won't understand other jobs (i.e. Web Developer, Web Programer). If you're talking to a Web Master it's more likely their understand most of the skills, however they won't be as well versed in any of them. Here's the outline:
